Is it really about the drug test?

In an era where boxing has become such a lackluster sport and mega fights have come far and few in between the fight of the century was scheduled for March 13 between Mayweather and Pacquiao but it seems that the mega fight is not going to to happen.
The Mayweather Pacquiao fight that most fight fans were dreaming of can not be negotiated because of on going beef between the two camps about drug testing before the fight has got everyone up in arms. While the Mayweather camp wants random drug testing done up to 14 day before the fight, the Pacquiao camp will only agree to random drug testing up to 24 days before the fight claiming that Paq does not feel well for 3 days after giving blood. So I'm trying to figure out the problem here. There is a piece of me that says both fighters are a bit scared of ruining the legacies that they have built and the other part of me thinks maybe there might be some drugging going on in one of the camps (you pick which one).
But I really am leaning towards the scared theory being that Pacquiao is already in negotiations for a March 13 fight with Joshua Clotty.
So now tell me who is ducking who, this is a shame with all the money that is on the table that they can not come to a deal and stick with it. I'm such a disgruntled fan right now.
